Terms & Conditions

1. Contract Use

This contract is available for use by all federal government agencies as a source for accounting services for domestic use. Executive agencies, other Federal agencies, mixed-ownership Government corporations, and the District of Columbia; Government contractors authorized in writing by a Federal agency pursuant to 48 CFR 51.1; and other activities and organizations authorized by statute or regulation to use GSA as a source of supply may use this contract.

2. Contract Scope

The Express Services Financial and Business Solutions contract offers accounting services to enable government agencies to meet demands for SIN 520-11. The contract may be used to provide a wide range of services as specified in each task order.

3. Ordering Procedure

Total price for services are established at the time the task order is placed and are based on the prices/rates offered by Express Services in the region where work will be performed. The estimated number of hours negotiated with the ordering agency, the labor categories to be provided, and any related items are detailed on the resultant task order. If the ordering agency Contracting Officer chooses to purchase services on a Labor Hour basis, the resultant task order shall specify the Not To Exceed price, the Labor Categories proposed (with the hourly rates for each), and any applicable travel and Other Direct Costs (ODCs).

To order accounting services, the government agency:

A.  Prepares a Request for Quote which includes:

  • A performance-based statement of work that outlines the work to be performed
  • Type of Task Order - Labor Hour (LH) or firm fixed price (FFP)
  • Basis to be used for contractor selection (i.e., best value, etc.)

B.  Transmits the Requests for Quote to Contractors:

  • Select at least three (more if Task Order value is over $1M) qualified contractors on the current list of contractor schedule holders.
  • Send Requests for Quote to selected contractors.

C.   Evaluates quotes and selects the contractor to receive the order:

  • Evaluate responses based upon the factors identified in the request for quotes
  • Place the Order directly with the schedule contractor that represents the best value (considering past performance, local presence if important, special qualifications, reasonable costs, etc.) The task order is issued directly from the requesting government agency's contracting office to the selected contractor without GSA involvement in the procurement process. All task order reporting requirements and remission of fees to GSA are the responsibility of the contractor.

 

4. Ordering Procurement Services Directly From GSA

Ordering agencies may choose to have GSA provide the acquisition services listed above, rather than their contracting office. GSA will provide the services for a nominal fee. Contact GSA for more detailed information about their procurement services and specific fees.
